Food marketers are scratching their heads over the FDA2s final Bioterrorism Act rule on recordkeeping, which goes into effect for large companies in December. Even the public meeting the Food and Drug Administration held in January failed to clarify the rule's arcane provisions, which the agency estimates--to disbelieving guffaws--will cost meat, poultry, drink, packaged and frozen food manufacturers no more than $1,000 a year.
